Interplanetary Incident

Watching Star Trek V made me wonder; what if, in the midst of the late Cold War, some random Soviet captain sailed a cruise-missile frigate right up to the shores of Florida, lit up the old Saturn V on display at Kennedy Space Center, then buzzed off without ever being challenged by the US Navy. Surely, that would get some people fired at the Pentagon? XD
